Recently I was wondering why we had so many public contacts within our ACT! Premium 11.1 database, despite the fact that all users are configured to create new records with limited access. Well it seems there is at least one method that bypasses security altogether, and that is by adding a contact through Outlook. If you select an email in Outlook and choose to create a new ACT! contact from that sender, that contact will automatically be created with public access.
Anyone else experience this problem?

I have been able to duplicate the issue you described and have reported it as an issue for further research. An update will be provided if the status changes or if an alternative work-around to this issue is identified. I apologize for any inconvenience this issue may cause.
Note: Effective 6/1/13, Sage no longers provides support for the Act! software. This is now provided by Swiftpage.
