Act v18 premium web, editing an activity opens a blank box, clicking the "check box" brings up a populated box

Yet another snafu.  Act v18 Premium web, Windows 7 64bit, IE 11.   In addition to getting blank boxes opening when I click the Call or other date setting buttons, when I edit an activity the box opens blank.  BUT, if I click the "check box" by the activity, it opens fully populated. 

This would seem to rule out my security as the culprit, wouldn't it?   I've done the "reset" of IE.  In Firefox the above procedure does work, but has other weirdness, same for Chrome.

Have you made sure that your IE settings are set as described in the article below?

I had not been directed to that particular information before, and IT WORKED !  The pop up for calls is now populated.   Thank you! 

Not sure why in 2 times on Chat I wasn't given this specific information.
