Act v16 Premium - Blank/Grey Window Upon Launch

I am having an issue with two of my servers. We V2V the servers from the old hardware to the new hardware and this failure mode occurs. You can launch Act but it comes up to a blank window. You can see menus and the home page briefly before they disappears.

 

I also attached a screen capture for visual. Any have any idea how to resolve this issue is greatly appreciated. I tried on of the suggestion in answer ID 28752, but none of the solve this issue. Thank you all in advance!

I'm pretty sure that this happens due to the defective PROTEXIS Licensing system. Pls. check the Knowledge base again:

That is what I thought too and tried the suggest...it didn't work. I finally solved it yesterday. Basically, when we do V2V from the old server hardware to our new server hardware. The credential use to start the service is corrupted, I had to go into the service and specify it to use the local administrator account to start/stop and it worked just fine.
