Anyone else as confused as I am?
If i'm running 19.2, do i need to install 19.1 update 4?

No - only update the same version (19.2) to Update 1 if not already done.
In any case if you try and update incorrectly it would normally tell you and prevent the update.

Totally agree. Always confusing on which update, hotfix or full install we need to use. Please simplify.

Any updates that were in 19.1 fix 4 or similar will also be in the 19.2 release so you do not need to install them. (They will be rejected anyway.).
So if it is for 19.1 it will be something like 19.1 hotfix 4 but if for 19.2 will be something like 19.2 hotfix 4

I am always confused when you should update. I am currently on 19.1 ver 4 and waiting for the new patch to fix outlook crashing. Can I just go ahead and update to 19.2 and install the new patch that was issued today?

Yes - I believe that if you update to v19.2 it will slipstream in UD 2.

I have been doing updates for clients today.
Best method I found was to use ACT auto update.
In ACT go the Help - ACT Notifications - Click Product Update - Download and install.
This will update to ACT V19. 2 If already on 19.2 it will install the fix.
After running repeat the process
This time it will either install the fix if the last download installed 19.2 or state that you are up-to-date.
You should now have a working ACT with Outlook linked again. On a couple of installations I then had to run the ACT - Outlook wizard again, remove the Database at screen 3 of the wizard and then add it back. On 2 more I had to simply add Outlook back in using the wizard at screen 2.
