Act freezes after log in screen

We are running a 9 member team ACT database, networked to 1 machine.  A couple of users started experiencing this.

 

When ACT opens and you get to the username/password screen, info is entered, click okay, looks like it is making progress, then the window goes white and nothing happens.  No info comes up at all. 

 

The program isn't frozen, it just doesn't pull up the database.  Other users can log in just fine.

 

I've tried everything, closing all programs, safe mode, uninstall, re-install - all to no avail.

 

Any suggestions?
