The most common reason for emails not recording to ACT! when sent through Outlook is that the ACT! address book has not been added to Outlook. Here is an article with steps for adding the address book along with other troubleshooting steps:

The moderator may be correct on this, however...this happened to me when I installed service pack 1. It happened on 7 out of 8 computers I have on a network and ACT! support gave me the same initial response. In the end, it turned out that I had to open the task manager, shut down "act.outlook.service.exe", go into the C drive, program files, ACT, ACT for Windows, and double click "act.outlook.service" to restart the process. Incidentally, "act.outlook.service" has the an icon that is an envelope with a paperclip on it. I had to do this on all 7 computers where the process had broken, and the ACT technician was familiar with this problem.
