Act! Address Book Service Not Properly Configured Error At Outlook Launch

One of our users is getting the "Act! address book service is not properly configured or or the *.pad is locked" error whenever he starts Outlook.  I can click YES to configure and it shows what appears to be a valid config.  Oddly after clicking OK/Close the box goes away and then comes up again.  If I click YES on this one it just disappears and loads Outlook as expected.

 

This is for Act! Premium Version 21.1.187.0, Update 4.  Office 365 V1908.  I have tried completly removing Office 365 & Act and then reinstall Office first followed by Outlook.  Still no luck :-(

 

This machine was originally a Windows 8.1 Pro machine that was upgraded to Windows 10.

 

Any ideas how to permanently fix this issue?

Hi,

 

Try the below steps.

 

  1. Log in to Windows with a local Administrator account.
  2. Close all Microsoft Office applications if open.
  3. Locate the files Act9AB32.dll and Act9Ext.dll in the Act! install media for your current version of Act!. Depending on the version of Act! the exact filepath may be different. In your case it should be in the following path "C:\act!_premium_v21_sp1x187\ACTWG\System32\"

  4. Copy both of these files and paste them in to either C:\Windows\SysWOW64 (64-bit Operating Systems) OR C:\Windows\System32 (32-bit Operating Systems).

 

  5. Allow the files to overwrite the existing files of the same name when prompted and then open outlook.

 

Please Note: It may be necessary to create a NEW local administrator account to complete these steps.
