We have Act 2013 on the web and occasionally the process on our web server will lock up and will need to be restarted. We are having a hard time figuring out what the issue could be, any help on where to look would be appreciated.

There are a few different things that could cause this. it could be your server, your database, ACT, or you local machine or your network or internet connection.
Best thing to do would be to break it down to troubleshoot.
If you log directly into the server and start act for web, does it still lock up? any error messages?
check the task manager while it's locking up. Are resources pegged?
Open the aCT desktop console on the server. how does it function?
Check the error log on hte server. Anything there that could give a clue?

What is the operating system version, e.g. Microsoft SBS 2003?
What version of ACT! 2013, i.e. is service pack (SP1) one applied? Look in Help | About for ACT!, if running SP1 it will be version 18.104.22.168
