If you go back to my post from 2 weeks ago you will see a step by step instruction on how to get rid of 4.6.1 and reinstall 4.5.2. Try that.

If it isn't in Add / Remove programs then it is a Windows Feature on the left side of the Add / Remove Programs window. Remove it there and then install the .NET 4.5.2 version. You can download the full installer for .NET 4.5.2 from the following link.

ACT V16 has now become incompatible with windows 7 as it will crash. This is not an acceptable situation.
Unless a fix is being produced can I suggest you update the knowledge bases and product compatibility pages stating that ACT V16 is no longer compatible with a standard installation of Windows 7 as this is now a fact.

There may be some light at the end of the tunnel as MS is being blasted by a number of software product makers over .NET 4.6
Anyone with MS accreditation who can also complain to MS about the non-backwards compatibility of the .NET release would be most helpful.
Some links about what people are saying -
And here MS say it is backward compatible but its not -
Please complain to MS as loud, but nicely, as you can.
