Accessing Act 17 from Windows and Web

If I install Act 17 Premium on a server, and want some users to be able to access from Windows and some using Web or both, do I install Act (web access) over Act Premium? Or can I only install one or the other?

Oh. If I install Web Access on server, can users access using Windows (using Network Sync, remote databases) as well as over the web?

Web is installed on the server.

Users who have Act! for Windows isntalled can still access db via Windows.

Does that clarify?
