Just a note for anyone getting this message after an upgrade when setting up the WEB Site Administration wizard.
with ACT 21 I have had 3 installations recently where this error had appeared after an upgrade from previous versions.
BEFORE TAKING ANY ACTION DO ANOTHER REBOOT as this has fixed all 3 of mine. The danger is that in trying to resolve without the reboot you may mess up the IIS settings.

Message is something like
ASP.NET User account has not been set up.
Rebooting the Server fixes. For those more advanced restarting IIS may also do the trick but not tried this this yet as have found a reboot also fixes a couple of other potential issues so now always reboot after any ACT installation..

Message is something like
