APFW Error when loading browser

Using Act! Premium (Web) Version 17.2.217.0.  Windows Server 2008 R2.  When you load APFW you will get the following error

 

Could not load file or assembly 'Infragistics2.WebUI.Documents.Excel.v11.1' or one of its dependencies. The located assembly's manifest definition does not match the assembly reference. (Exception from HRESULT: 0x80131040), below is the whole error.

Customer tried the KB but did not correct issue.  At this stage customer is looking at spinning up a clone of their server to do a reinstall.  Will let you know if this corrects the issue.
