So restarting IIS on the Web Server hosting ACT! Premium for Web, the attempting access via your Web Client resulted in the same error?
Is the Web Server Machine fully updated with all Microsoft Critical and Recommended software updates?
If that is the case, I would like you to uninstall APFW 2010 from the Web Server itself and reinstall it.
