ACT! needs to be installed on the machine your trying to use the act-reader on.
The reader provides read only access to the ACT! SQL instance, if the instance is not on the machine your trying to run it on, it wont allow you to change the read only password. When you double click it it will only flash and not provide any info

Hello Kurt, I am facing the same problem.
I have installed ACT premium 2010 on Windows 7 Professional on my laptop but unable to open ACTReader (although the programme itself opens and works fine).
Could it be some compatibility problem ?

What happens when you double click the reader? Do you get a error message, of does it just flash and close?
Also try turning down the UAC control in windows 7
