From what I can see, you have the command correct. Did you restart after you completed these steps? That's honestly an important step.
Please see my post above on how to uninstall and reinstall the DLLs.

So the first L switch result was =1
Then I tried to remove it with U switch, but ACT failed so I did another L check still showing =1, see pic.

That is exactly what happened on my end as well.
Frankly, I am a small business owner and user. We are not developers. I NEED MY ACT WORKING AGAIN. We paid for it after all and it worked for over 20 years. Please SWIFTPAGE, put the same priorities on this as on your sales efforts. Thank You.

We have a solution that has been effective on many machines. Our development team continues to research this and will provide updates in a subsequent release. The knowledgebase article listed below has two solution options to try.

You should revise the KB article for the Assembly to be Successful (at least that step for me) by locating Command Prompt icon from All Apps or All Programs menu. Then right click and select Run as Administrator to open an Elevated Command Prompt as Admin.
Press key WIN, type CMD, then press Ctrl+Shift keys to get Command Prompt opned as Admin.
Interestly for my Win10 Home when I press both WIN+X, my menu shows Windows Power Shell's not Command Prompt's
As for following your KB steps as I pointed out earlier to BCLARK my Documents Tab issue still crashing.
When I select that Tab with an ACT contact record that already has an attached file.
I step threw contacts and get to a record with an attached file.
Just click the Add file, select a file and hit OK ACT crashes.
Anything else to try?

STILL NOT WORKING.
I also tried the solutions you outlined in the kb. Again, time wasted.
Neither solutions worked.
Followed the instructions to every detail. Tried on 3 different machines. No succcess.

I thought I'd put my 2 cents in... I've had other unresolved issues with windows10. This wasn't one of them. I could attach files with no problem because I was doing it two days ago. Took a day off, came back today, found an update had happened, and now I have the same problem as everyone else here.
Running ACT 17.2 and I've tried everything suggested so far to no avail. I have no choice but to revert to window7 before my 30 day go-back chance expires.
