Currently, ACT places a copy of the users calendar on the Outlook Calendar and a copy of the Outlook Calendar on the ACT calendar. It's not currently a true sync. Contacts are not currently synchronized within ACT.
Are you able to set these settings for other users and not the admin? Please verify that Outlook is installed and configure on the machine you are attempting to do this for as it is not a server based setting, but a user/workstation based setting.
