Went to upgrade V18 to V19 and ACT started to uninstall V18 but hung with a blank screen. (Left for an hour so really had hung.)
Then used Apps uninstall and that removed ACT V18
Opened V19 install wizard but clicking on the Install ACT option does not get any result - just sits there with no message and no action. ACT install not started when checked via Taskmgr
Now booked for the weekend with client - Apart from using the ACT unistaller.exe any other suggestions in case this does not resolve the issue?

Maybe it is stuck on the Microsoft SQL portion?
Try uninstalling the Act7 SQL instance then all of Act! install again.
Is there a virus program stopping it such as is very common with Avast?
