I would boot into Windows and run MSCONFIG to remove the setup from the startup.
Once that is done, run Add/Remove Programs to remove ACT completely.
Restart, and then complete the setup over again.
If the Add/Remove option is unavailable or not working properly, message me back and I can provide the link to the removal utility.

Are you running roaming profiles, or are the user folders redirected to the server?
Act saves it's preferences in these folders, and if for some reason it cannot access them, it will try to rebuild the preferences and it will appear as if it's starting Act for the first time.
