Did you find and try ActDiag?

Could be that the Preferences file has become damaged, here is instructions on how to rebuild it:

When you're logged in as the administrator user, can you confirm that you only see the Lock/Unlock Database option? Are there any other options in the Database Maintenance menu that are greyed out and unavailable?

 

Does clicking on Lock/Unlock Database to lock, and then again to unlock the database do anything?

There is only one option that shows up.  Nothing else grayed out.

Clicking lock to unlock doesnt change anything.

Are you using the desktop Act! application, or are you using the web interface?
The extra database maintenance options are only accessible in the desktop application.

You mention that Act! is running on your local machine. Is the actual database stored locally as well, or is it stored on another machine/server?

That explains the missing database maintenance options.

If speed is your goal, and your database is stored locally, then I would recommend you use the desktop Act! application as this is generally faster to use.
It would still be worth performing the database maintenance on the server hosting the database though. Like I said above, you'll need the desktop application to do this.
