I am working on the deployment of this ACT! Premium 2009 on a citrix farm.
To deploy the application thru our citrix farm our intention is to package the application as a virtual application. The issue I have is with SQL Server/Express. It is not possible to virtualize that kind of services, so my question is: Is it possible to install ACT! without requiring the installation of SQL Server or SQL Express??. My intention is to install the client and then configure it to point to a standalone SQL Server.

You can't install ACT! without SQL.
