ACT! Premium 2011 product/services window

I have a question if I may, when you add (or remove) a field from in the product/services window this change is only valid for the user logged in to the database. Can this be made as a global change to the product/services window for every user?  If not i take it the changes are stored in one of the preferences files, can you let me know which file this is?  

 

Is it possible to remove the Display Fields button in this window or limit access to the Display Fields button based on for example access right to the database?
