I am trying to register act by phone on my Windows XP sp3 machine. I enter the serial number but the installation code does not appear (just grey boxes). I have attempted to run as an administrator and this does not help.

I had this problem that showed up ABOUT 17 Jan - 21 Jan 2011. I called Sage/Act technical support several times. I provided my ID. and all information requested. They could not solve the problem. I was then called by a representative who took charge of my computer. He said that I could continue to delete the request to sign in each time or I could upgrade.
I had a similar problem last year. Sage wanted me to upgrade. I finally solved the problem last year by having a supervisor adjust my registration. I had no problem until the 17 to 21 Jan 2011 date.
When the representative that took charge of my computer...I noticed that there was a change to my Sage program dated about 20 January that related to the Sage Act program. This was in part of my computer program that was new to me. (Wish I could remember what it was). My gut feel was that Sage was taking charge of my computer and hassling me to upgrade.
SO... What I did was to use "System Restore" to a date previous to the date of about 20 Jan. I used the 17 January "System Restore". That solved my problem...
Try the "System Restore" to a date prior to your registration request date. Hope it works for you.
I am using Windows 7.
