We are on Act! Premium Version 220.127.116.11, Hot Fix 3. I want to be able to dial directly out of ACT (record history, etc) using my companies VOIP solution that is installed locally on my laptop. That solution is Cisco IP Communicator Version 18.104.22.168
I have enabled the dial feature in ACT but it is looking for a modem and not my VOIP solution. Is there anyway to make these two work together without the expense of a 3rd party solution?
Any information you can point me to would be much appreciated.

Have a look at this Knowledge Base article, it explains a little more about how the Act! dialer works.
