ACT 2012 Attempt to Read or Write Protected Memory clicking Web Tab

ACT Premium 2012 works fine on three XP/Pro workstations, but on one whenever we click the Web Tab on any contact ACT crashes with the above error message.  The system is fully patched and updated; the only security software is MS Security Essentials.  ACT Support connected remotely and concluded that we needed to re-do the dot.net framework.  Anyone who's ever been through this before knows what's involved, with other software depending on various dot.net iterations, but at any rate now we have dot.net 1.1 all the way up to 4 extended, and this behavior continues 100 percent of the time.  We've re-done IE8, moved/deleted temporary internet files, etc. and have no other problems except for this.  We used MSCONFIG to disable all startup entries which didn't change anything so we put it back to normal startup. 

 

I'm pasting the results of the error report below; any insight would be greatly appreciated.
