Question, if I have a Server with ACT! 2011 - to 20 users accessing the database by Remote Desktop, Can I use a VOIP System to call customers ... even if users enter the server is remot desktop sessions?

Yes, you can, would just have to the the dialer configured. Also, I believe DialIT addons and Call On CRM addons work with Terminal Server/Citrix environments.
