ACT! 2006 Premium gives a "won't sync" error.

when I try to sync (because it says it has been 230 days and will expire soon) I get this error:
 
ACT! is unable to connect to the sync server. check to be sure 'accept incoming sync' is enabled in the main database and that the Network sync service is running. Also to be sure you are connected to the network.
 
I have enabled the 'accept sync' in what I believe to be the main database. when I try to enable that option in the database having issues, it is ghosted out. I have no idea how to check the 'network sync service'.
 
I'm logged in as admin on the server itself.
 
Any ideas??  thanks in advance.

Check the sync panel to be sure of the machine name and database it's looking to sync with
 
Also try turning off any firewall (including Windows Firewall) on both machines
