ACT! 10 Network Sync Service Won't Start

I hope someone can assist. I am trying to get network synchronization working with ACT! 10 premium. I stopped the service, added a database, changed the port and now it will not restart. If I try and start it from the Services area withing Win2003, it says the service started and stopped. It will not remain started. Any help would be greatly appreciated.

Several reboots of the server finally took care of this issue but now the Accept Incoming Syncs box is unchecked, it was checked before the reboot. When I try to check it I get an error saying that the "Could not start sync server. ACT! has encountered an error, please check that the sync server port is able to listen for incoming connections." I know the port is open because I can use it else where. This is very frustrating. Any help would be great. I have all the firewalls turned off and still nothing.

"Accept Incomming syncs" is for Application sync. It's not used for Network sync
