2010 Network Sync Service & SQL without Installing ACT! Premium

Is it possible to host the ACT! 2010 Premium database via SQL Server and Network Sync service, without installing ACT! on the server SQL and Sync is on?

1. I'd hate to consume a ACT!  Premium license just to sit idle on the server.

2. I don't really want ACT! itself running on my production database server.

3. If it is possible, are there any documents describing the process?

You don't, ACT! is licensed to the name user not the machine

It doesn't except when you need to do specific functions like managing users. The database is connected to the SQL server.

Not possible.
