Hi,
for some customers we have a self-created webservice/API which connects to the Act! framework (because at that time the Web API wasn't available yet or did not meet the requirements).
At some random moments, the ActFramework.Logon gives this exception:
System.ArgumentException an item with the same key has already been added. (SupplementalFileManager)
Also, since one of our customers moved to V21 (and we built a v21 version of the API) the login process is -sometimes- very slow (over one minute).
How can we solve these things?

This problem now really starts to give serious problems. Please look into this!
It's not only slow first-starts, but also sometimes 503 (Service unavailable) errors. Software which worked for years just doesn't work correctly anymore, all since v21.1.

do you see this is a simple test plugin?

No, a plugin is already logged in. It's external apps having the problem. Mostly those are IIS apps referencing the framework. I already emailed Jeff hanrehan about this today.

The issue appears to be on the framework side, and Brian is just trying to get some additional information on the types of issues and details for us to reproduce.
