I want to help close the loop on this. I will sync up with the development team that works on the core product to determine the issue, and see where it is in the queue for release. I do want to confirm that this is not an API issue, but rather an issue within Act! itself.
Once I speak with the team, I'll post a response on this thread highlighting next steps.

Hi Jeff, has there been any news on this? we have been able to support ACT! on Premise for years and years, but this limitation stops us for ACT Web.

Does anyone know if this issue has been resolved yet or any update on a timescale for this?
We have a client on Act Cloud looking to use GoIntegrator but according to the their site it still only supports company linking, click to dial etc.

Just thought would drop another nudge as it's been around a year since last post and no response.
Checked on the Go Integrator site and still saying only integrates with companies.
Most Act! users work in the contacts area and Act! are really pushing everyone to the cloud variant now so get the integartion
working properley with Act contacts is a must.
Is anyone able to orrder any sort of update on this?

There are two issues I see in this:
One possible workaround is that an app could download an encrypted local cache of the contacts like Outlook does - UID, contact, company, all phone fields, anything else (eg, maybe last hist, record mngr, custom fields). The popup would be from its own data (much faster than from the web) and then use its own custom UI to record and save appropriate History and/or create a followup activity. It would need the ability to regularly check for new/edited contacts and update the cache.
I think that doing it this way would be more responsive for the users than waiting for a browser to open.
I still think the URL issue should be fixed ... Not so much for this, but so you can give a URL to another user directly to the contact you want them to look at
