Opportunities filter not working

I'm seeing a lot of posts throughout the years about this, but I want to know if I can filter the opportunities? Whenever I try to filter I keep getting back just an empty array.

I know I have opportunities that do have the string 'open' in jobstatus. The filtering returns as expected in Act itself. 

 

This is exactly how the custom field appears in the API:
