Restricting access via Act for the Web

We have a database to which we'd like to give external access to certain users. However, we want to restrict what they can see, especially listings under companies.  We have managed to do this via permissions however, the users can still see the listing of the (greyed out) company names though they can't access them. 


I have seen mention of creating plug-ins to hide the inaccessible listings, however would this work on a Web Act setting?  Would simply adding said plug-in to the database server copy of the application be sufficient?


Also, though I’ve seen mention of said plug-in, I’ve had no luck in finding sample code of how to go about doing this.  Does anyone have any leads?
