I must admit, it's not something I've ever tried to do. I've searched the SDK (Including the v17 BETA) and can't find any usage of the word Scheduler anywhere.
I'm curious, what are you trying to do exactly? Could you not just prompt a sync with your plugin or even have it run automatically using a Timer?

I am hoping to reference the scheduler, so that I can gather information about when the user has set a sync schedule. That way, we can set our sync at the same time or immediately before or after.

unfortunatley this is not possible as the scheduler is not part of the core Act! application and there are no related methods or classes within the SDK.
I checked with development to see if there were any public classes in the scheduler but there's nothing there that will be useful to you outside the scheduler application.
I've put this forward as a feature request.
