We need to enter the notes in the notes field and then lock it. Can this be done? We have sales people entering notes in the notes field. We want them to be able to do that. But once they enter information in the field we would like for them to be able to enter more notes, but not edit any notes that have already been saved. We know that they are editing notes that had been previously entered because we can see the "edit date" but we would like to have the notes field.

You might be able to accomplish this by using a plugin. However, it's still not fail proof as they can just delete the plugin.
ACT has a preference under Tools>Preferences>General Preferences called "Allow notes editing". You can change this programmatically by using:
ActAppl.UIOptionsManager.SetUserPreference("GENERAL/EDITNOTE", "FALSE", False)
So if you can find an event that gets fired after the preferences window has been closed and issue the statement above, you might be able to lock the notes for editing.
This is just an idea, not sure if it works or not for your scenario.
