Cannot view help files

I just downloaded the v16 SDK.  I can't access the help files; when I open them up, it brings up blank frames.  I saw these threads from before:

But even though I have unblocked all the files and made sure that HHActiveX.dll is registered, it's still coming up blank.  I'm in Windows 7, mainly using Chrome but also tried it in IE11 and no dice there either.

I just uploaded all the unzipped files to my webpage and trusted my site and it fixed that problem for me.
