Adding references in a vb.net project

OK, so what obvious thing am I missing?

I am trying to add the act.framework.dll (and others) as a project reference to my vb.net project.

It keeps telling me I can't because it is not a valid assembly or COM component.  It should have a "dll" file extension (duh!?)

 

.net framework 1.1 running on windows XP

 

Can anyone suggest anything?

ACT! has been on .NET 2.0 since verion 9.0 If you are trying to refer to that version or later, having .NET 2.0 installed may help.
