Emarketing APIs are available as part of Act! Cloud:

Act! doesn't yet have a Web API, but stay tuned...

We're pursuiing Web API aggressively, but emarketing may or may not be in the inital release.  Would you be interested in participating in technology previews to provide feedback either way?

I'll toss out a feature request for that API. I'd like to be able to get schema information for the tables storing the survey results. I'd like to be able to bypass any data or data checking. We recently had an issue with corrupted or "bad" data in one of our tables of survey results, and it ended up with us not being able to even get a list of our surveys. It took 3-4 weeks to get resolved. With the schema information and the API, I could theoretically made my own tests to figure out the problem.
