ACT USER ACCESS LEVEL

I now have a 4th client this year who wants to deny access from some users to see other users records. The Access Level feature is switched off for ACT Users but there is a need to be able to allow this feature to be reactivated if required. A number of other CRM products do allow this and we are losing sales as a result. Does anyone know of a way to activate this feature for users? I expect it would require a change to the existing code but any help would be very welcome.
