The Add-on Manager is an ACT! add-on (plugin) that lets you easily enable or disable installed add-ons (plugins).

We were told it doesn't work with ACT! 2012 by a German Partner developer so we asked in the first place.
We will contact him and discuss his issues in detail.

Seems there is no tool that allows you to disable ACT Addons since ACT 2012.
And no plans by SAGE to bring the tool back.

This plugin should still work in 2013, unlike framework applications plugins didn't require any changes to continue working in 2013.
I tested this myself a few moments ago and it's still working for me.

I have version 1.0.0.0
Doesn't work on my Sage ACT! Premium 2013 Version 15.0.301.0

I also tested with that version.
Is it not working or is it failing to load? If it's the latter, go to %appdata%/ACT/ACT Data and open DependentDlls.xml and see if it's being added there, it tracks dependent assemblies and plugins that failed to load and stops trying to load them when act starts. You can try removing the node where the plugin is listed or delete the file and it'll rebuild on it's own.

It's failing to load. Nothing in the ACT! Tools menu item.
It IS listed in depenentdlls.xml:

I renamed the file and let it regenerate, but still nothing showing up in ACT!

I agree...bring back the tool. Such a simple tool...surely it would not take long for the development team at Sage to continue updating this tool.
My version is:
Sage ACT! Premium 2013 Version 15.0.301.0, Hot Fix 1
Windows 7 Pro, SP1
