We upgraded from Act 2000 (ver 5) to Act 2009 (ver 11), in Act 2000 we could send email from the History tab, it does not seem like we can do that now. We do not use Outlook, just the built-in Act email client.
I'm not sure what that functionality was in ACT! 2000, but I do not see a way to send email directly from the History tab in the current versions of ACT!. If you would like to see this functionality added the software in an update or future release, please post your request on the Share Your Ideas discussion board in this forum.
