It's possible to do, or to apply a setup installation of Act! 2010 Premium without SQL on PC client?

No. It's required by the install and is used by the ACT! Email client.

 

If resources are an issue, I think you can stop the service after install (providing not using the ACT! Email client and no need to create local databases)
