No. The ACT! program must be installed.

Jeff -

 

As you likely know - unlike the 'legacy' versions of Act! (version 6 and earlier), the current versions of Act! are client-server which means in addition to the data, you need to have the 'server' program so as to access the data.

 

As such, you cannot just toss the data files out there on their own...
